Proletarian RageThe ADF, also referred to by some experts and institutions as <a href="https://todon.nl/tags/ISIS" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#ISIS</a> -Central Africa (IS-CA), originally began as a rebel group in <a href="https://todon.nl/tags/Uganda" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#Uganda</a> in 1994, where it accused the government in Kampala of persecuting Muslims.In 2002, the ADF crossed the border into eastern <a href="https://todon.nl/tags/DRC" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#DRC</a> after offensives by the Ugandan army saw it lose its footing. The group attacked civilians in both countries from its base in the North Kivu and Ituri provinces, with researchers noting that its tactics became more violent over the years.Although ISIL no longer has the ability to hold ground or control a caliphate in the Middle East, experts say it has devolved its structure, focusing on regional affiliates, particularly in parts of Africa. A UN Experts Group report found that ISIL central financially supports the ADF.ADF is one of a multitude of armed groups – some experts say about 100 – operating in the mineral-rich but poorly governed eastern DRC. The region is one of the most complex conflict zones in the world.ADF’s attacks in July came as the DRC was enjoying some relief from the M23 rebels, arguably the strongest of all the armed groups. From my reading of the situation (decades old) in the DRC, the people caught up in the warfare in Kivu and surrounding provinces, what the people want is peace, safety, jobs, social services and decent pay. All of which cannot be delivered because of corruption and the self-serving elite (politicians includeded) agenda.
