That's where the game mechanics themselves harmonize with what's going on in the game narratively. And the game I've found with the best ludonarrative resonance has to be Trophy Gold by @JesseR. I think there are several TTRPGs that do the "combined approach" quite well, where the game mechanics and player skill very much enhance each other at the table but don't really allow you to go all the way in one direction.
