Yes it would!
Only if it's global (since supply chains are global), and fees taken at the wellhead.

I personally prefer the writing of #carbon #emissions permits, with a hard cap on the number of #permits and the cap decreasing every year, and the permits #auctioned to the highest bidder. The interesting discussion would be around how the proceeds are spent.
