Scott Robeson<p>At this time of year, it usually seems "wet" in the more humid regions of the northern mid-latitudes. That's because Precipitation generally exceeds Potential Evapotranspiration, so soil moisture starts to recharge or the soil column becomes saturated and there's a surplus (see average water balance below).
