Enjoyed this article https://berthub.eu/articles/posts/the-european-cloud-ladder/ but in between 1 and 2 is "co-location" and I think #2 is usually called Dedicated Hosting and the distinction between 2 and 3, and/or the distinction and disambiguation between dedicated hosting and virtual private servers is not clear. I also think 1.5 is optimal, i.e., co-location ... but it certainly requires funds and infra for quick turn around but it is hardly broken.
